The workflow diagram gets a link, because an artifact nobody finds is not published

The homepage Smart Tech card points at /smart-tech#workflow and is labelled *"See the Smart Tech workflow"*. /smart-tech carries a matching link in its own hero, naming the three stages the diagram draws.

What the problem was. D-055 shipped the diagram and stopped there. It sits roughly two screens down, behind the capability grid and the worked example, and nothing anywhere pointed at it — not from the homepage, not from the top of the page it lives on. A visitor had to scroll past two sections on the chance that something was there. An artifact that can only be found by someone who already knows it exists has been built rather than published.
Why the label changed too. The card previously read *"Review the IoT layer"*, which names a subject. A link that names a subject promises nothing the reader cannot get by scrolling, so there is no reason to click it. Naming the artifact is the difference.
Why the in-page link is not a third button. The hero's two buttons are the page's actual conversions. A third control of equal weight dilutes both to promote what is only wayfinding inside a page the reader already reached.
What holds it. check:links resolves #workflow against the ids app/smart-tech/page.tsx actually renders, so renaming that section fails the build rather than leaving two links pointing at nothing.
